Tier 1 statistics are key statistics that provide essential insights into Jersey’s economic, population, society and the environment. Produced by public authorities, they follow a set publication schedule and receive dedicated funding.

Development of an initial list of Tier 1 statistics

Amendments to the Statistics and Census (Jersey) Law came into effect on 21 February 2025 and introduced the legal framework for Tier 1 statistics. The amended law includes provisions for a first list of Tier 1 Statistics which are:

  • produced by the Office of the Chief Statistician (Statistics Jersey)
  • approved by the Chief Statistician as meeting the criteria for Tier 1 statistics

This first list will become official once the Minister presents it to the States as a report.

Tier 1 statistics criteria

Criteria for Tier 1 statistics (Article 7G)

Tier 1 statistics are reports that meet specific criteria and are listed as Tier 1 statistics. To qualify, the report must:

  • be produced by a public authority
  • reflect Jersey’s economic, demographic, social or environmental situation
  • be essential for decision making, of high public interest, and meet expectations for impartiality, quality, and long term data continuity
  • be developed, published and communicated according to the standards in Article 7H and comply with the Code of Practice

Initial review process

All existing Statistics Jersey outputs will be assessed against the criteria in the law to produce a recommendation for the initial list of Tier 1 Statistics. The Statistics Council, once established, has six weeks to provide comments on the proposed initial list of Tier 1 Statistics. The Chief Statistician then presents the initial list to the Chief Minister for lodging with the States Assembly.

This initial list will be subject to further review and consideration by the Statistics Council.

Determination of Tier 1 Statistics

At the request of any individual or organization, the Chief Statistician can assess whether a statistical report produced by a public authority qualifies as a Tier 1 statistic. This assessment is based on the criteria outlined above, with a particular focus on compliance with the Code of Practice.

If the report meets the criteria, it will be added to the list of Tier 1 statistics:

  • automatically for reports produced by Statistics Jersey
  • with the consent of the relevant Minister or head of the public authority for reports produced by other public authorities

The updated list will then be presented to the States Assembly as a formal report.

Accreditation

Tier 1 statistics must comply with the Code of Practice for statistics, requiring high levels of quality, value and trustworthiness. Tier 1 statistical reports can be identified by the following logo:
